Administration
As mandated by the Laws of 1912 chapter 104, the Board of Chosen Freeholders of the County of Monmouth established the "Monmouth County Mosquito Extermination Commission". The Commission operates under the Public Health Statutes of New Jersey. The first meeting of this Commission was held on July 23, 1914.
The Commission is comprised of seven members in addition to the Director of the New Jersey Agricultural Experiment Station (NJAES), Cook College, Rutgers University and the State Commissioner of Health, who shall be ex-officio members.
One appointive member shall be a member of the County Board of Chosen Freeholders and at least three appointive members shall be or have been persons who are or were members or employees of boards of health. The Board of Chosen Freeholders appoints the Commissioners for three-year terms and a Board of Chosen Freeholders appointment for the unexpired term fills any vacancy. The Commissioners are not compensated, but are entitled to necessary expenses for attendance at meetings.
The Commissioners annually choose a President, Vice-President, Treasurer and Secretary. The Commission may appoint officers and employees, as it deems necessary and can make rules and regulations governing the duties and compensation of its employees. The Commission is a body politic with the power to sue and be sued, use a common seal, make by-laws and perform all acts that in its opinion may be necessary for the elimination of mosquito breeding areas or that will tend to exterminate mosquitoes within the county. The Commission is statutorily limited to spending not more than 1/4 of one mil per dollar of the assessed valuations of all property within the county.
The Commission is required to file an Annual Report and Plans and Estimates with the Director of the Experiment Station and with the County Board of Chosen Freeholders.
